LA flex is an extension of the Energy Company Obligation (ECO4) that allows local authorities to waive the initial program rules for vulnerable households. Local councils can soften the requirements for you, like even if you are not on eligible benefits, you may still qualify, and LA flex enables councils to do just that. 

While the scheme is flexible, you still need to complete the documentation and provide all the proofs that you’re eligible through other routes. To do that, we have compiled this checklist for you. Pick Your Route First (Yes, It Matters)

The local authorities’ flexibility has four different routes, and determining which one you qualify for will determine the list of documents you need. If you can’t determine now, we are still gonna list them all either way.

Now, let’s understand why this even matters. Well, that’s because each route needs different proof. Understanding this will help you understand what documents you need to prepare and send them, instead of sending them everything in your hand.

Another reason is that the space is full of fraud, so if you are well informed, it would be easier to identify them before it gets out of hand.

Four Documents Everyone Must Have

No exceptions here. Every route needs these four things.

  1. Photo ID proves you’re real. Passport works. Driving license works. The national ID card works. Expired within two years? Still works. No photo ID? You can use alternatives, but photo ID makes approval faster.
  2. Proof you live there means your council tax bill. That’s the best one. Why? It shows your address and that you actually live there. Can you use something else? Yes. Mortgage papers work. Rental agreements work. Utility bills work. GP letters work. Just make sure they’re from the last 12 months.
  3. Your EPC must show an E, F, or G rating. Why? Because the scheme helps cold, inefficient homes. Got an A rating? You don’t need help. No EPC yet? Get one. Costs £80-150. Takes a few days. Valid for ten years.
  4. The declaration form comes from your installer or council website. Sign it. Date it. Send it back. No signature? No application. It’s that simple.

Route 1: Show Me Your Income

This route requires proof that you earn under £31,000 yearly. All adults in your house combined. Can you prove it?

What Income Proof Works?

Pick what fits you:

  1. P60 or tax return: Best for employees or self-employed. P60 older than six months? Add recent bank statements.
  2. Pension statement: Annual one for yearly pension. Monthly pension? Send three months in a row.
  3. Three payslips plus bank statements: Most common. Must be three months in a row. Bank statements must match those same months.
  4. P45 with new job docs: Changed jobs recently? P45 from the last three months, plus new payslips and bank statements.
 

Got extra income? Lodgers? Gig work? Child support? Show bank statements with those deposits.

How Many Adults Really Live There?

Here’s where people mess up. Route 1 counts all adults over 18. Why? Because three adults earning £30,000 combined don’t qualify. One adult earning £30,000 does.

Prove how many adults live there. Council tax letters show it. Tenancy papers show it. Mortgage docs show it. The electoral register shows it. Councils check this hard.

Route 2: The Easy Path

This route uses your location or health. No income paperwork needed. Different proof entirely.

Does Your Postcode Get You In?

Some postcodes qualify automatically. How? LSOA rankings measure area poverty. Postcodes in the most deprived areas (ranks 1-3) qualify instantly. Give your postcode. Council checks ONS data. Done.

Ever got a council tax reduction? That proves low income historically. Show your current council tax bill with the reduction. Show your online account with a reduction status. Show official letters about your entitlement.

What Health Proof Actually Counts?

Health issues need NHS backing. Self-diagnosis doesn’t work. What does?

  • GP letter on NHS paper saying cold housing harms your health

  • Hospital letters about heart or lung conditions
  • PIP or DLA award papers

When They Ask for More

Contradicting documents. Payslips say £2,000 monthly, but the bank shows £1,500 deposits. They want an explanation.

No adult confirmation. You didn’t prove how many adults live there. They want council tax letters or electoral register proof.

Use it with three recent bank statements. The P60 shows your yearly income. Bank statements prove your income hasn’t jumped since then. Together they work.

I earn £31,200. Do I still qualify?

No. The £31,000 limit is firm. Even £200 over disqualifies you from Route 1. But check Route 2. Your postcode or health issues might still get you approved.
